You may have seen some news stories in which the Official Opposition complained that the government accepted a bid to construct the Calgary Cancer Centre that was $200 million higher than the lowest bid. The reason for this is because the successful bid also offered 20% better energy efficiency than our target. The operating savings will make up for the higher capital cost in about eight years. Since the building will obviously be in operation for much longer than eight years, the long term savings in operating cost are a clear benefit for taxpayers. Sometimes the lowest bid is not the best bid. We must consider value, not just cost.
